The rollers sit on the revolving arm inside the clipper head which drives the blades.
The noise reducing rubber bung does just what it says. Reduces noise so if your clippers have changed tone, sound louder than before please check to ensure this part has not become loose/lost.
Small parts do unfortunately sometimes get lost, especially if care is not taken whilst changing clipper blades. Swapping blades over in the stable mid clip for example and would be like finding a needle in a haystack.
It is always handy to keep these as spares.
